    Barriers to the Employment of Welfare Recipients

    Dramatic reductions in welfare caseloads since passage of the Personal Responsibility and WorkOpportunity Reconciliation Act of 1996 have not allayed policy concerns about the employability of recipients remaining on the rolls. Analysis of potential barriers to employment can address whether current recipients have problems that either singly or in combination make it difficult for them to comply with the new requirements for getting and keeping jobs. In this paper, we explore the prevalence and work effects of 14 potential barriers in a new survey of a representative sample of 753 urban single-mother recipients. We report the prevalence of the barriers and how their number predicts employment rates, controlling for demographic characteristics. We also analyze which individual barriers are associated with employment and how a model inclusive of a comprehensive array of barriers improves upon a traditional human capital model of the work effects of education and work and welfare history. Single mothers who received welfare in 1997 had higher rates of personal health and mental health problems, domestic violence, and children’s health problems than do women in national samples, but they were no more likely than the general population to be drug or alcohol dependent. Only 15 percent of respondents had none of the barriers and almost two-thirds had two or more barriers. The numbers of multiple barriers were strongly and negatively associated with working, and among the individual barriers, low education, lack of access to transportation, poor health, having drug dependence or a major depressive disorder, and several experiences of workplace discrimination reduced employment. Welfare-to-work programs need to be more finely targeted with respect to exemptions and service provision, and states should consider providing longer-term and enhanced supports for those who face low prospects of leaving welfare for employment.

    Most discussions of welfare and work have focused on how demographic characteristics, schooling, training, and work experience limit welfare mothers’ employment and wages, but they have largely ignored factors such as inappropriate workplace behaviors, expectations of discrimination and harassment, depression, alcoholism, and domestic violence, all of which may affect welfare mothers and make employment difficult. In this paper we review the prevalence of these individual-level barriers and argue that they, in combination with an economy which does not pay low-skill workers well, are likely to impede employment and self-sufficiency for a large proportion of welfare mothers. At the end of the review, we summarize the current state of knowledge about barriers to the employment of welfare recipients and suggest several ways in which welfare-to-work programs might address these barriers.

    The Peculiar Type Ic Supernova 1997ef: Another Hypernova

    SN 1997ef has been recognized as a peculiar supernova from its light curve and spectral properties. The object was classified as a Type Ic supernova (SN Ic) because its spectra are dominated by broad absorption lines of oxygen and iron, lacking any clear signs of hydrogen or helium line features. The light curve is very different from that of previously known SNe Ic, showing a very broad peak and a slow tail. The strikingly broad line features in the spectra of SN 1997ef, which were also seen in the hypernova SN 1998bw, suggest the interesting possibility that SN 1997ef may also be a hypernova. The light curve and spectra of SN 1997ef were modeled first with a standard SN~Ic model assuming an ordinary kinetic energy of explosion EK=1051E_{\rm K} = 10^{51} erg. The explosion of a CO star of mass MCO6MM_{\rm CO} \approx 6 M_\odot gives a reasonably good fit to the light curve but clearly fails to reproduce the broad spectral features. Then, models with larger masses and energies were explored. Both the light curve and the spectra of SN 1997ef are much better reproduced by a C+O star model with EK=E_{\rm K} = 8 \e{51} erg and MCO=10MM_{\rm CO} = 10 M_\odot. Therefore, we conclude that SN 1997ef is very likely a hypernova on the basis of its kinetic energy of explosion. Finally, implications for the deviation from spherical symmetry are discussed in an effort to improve the light curve and spectral fits.Comment: "To appear in the Astrophysical Journal, Vol.534 (2000)

    Spectral statistics of random geometric graphs

    We use random matrix theory to study the spectrum of random geometric graphs, a fundamental model of spatial networks. Considering ensembles of random geometric graphs we look at short range correlations in the level spacings of the spectrum via the nearest neighbour and next nearest neighbour spacing distribution and long range correlations via the spectral rigidity Delta_3 statistic. These correlations in the level spacings give information about localisation of eigenvectors, level of community structure and the level of randomness within the networks. We find a parameter dependent transition between Poisson and Gaussian orthogonal ensemble statistics. That is the spectral statistics of spatial random geometric graphs fits the universality of random matrix theory found in other models such as Erdos-Renyi, Barabasi-Albert and Watts-Strogatz random graph.Comment: 19 pages, 6 figures.     Radio-Luminous Southern Seyfert Galaxies. I. Radio Images and Selected Optical/Near-Infrared Spectroscopy

    This is the first of two papers in which a study is made of a sample of 12 southern radio-luminous Seyfert galaxies. Our aim is to investigate possible correlations between radio morphology and nuclear/circumnuclear emission-line properties. In this paper we present radio images at 13, 6, and 3 cm taken with the Australia Telescope Compact Array (ATCA), global far-infrared (FIR) properties for the whole sample, and optical and near-infrared (NIR) spectroscopy of an interesting subset. We find a mixture of radio morphologies, including linear, diffuse and compact sources. When the FIR colors of the galaxies are considered there is an indication that the compact radio sources have warmer FIR colors than the diffuse sources, whereas the linear sources span a wide range of FIR colors. There is a wide variation in radio spectral-indices, suggesting that free-free absorption is significant in some systems, particularly IRAS 11249-2859, NGC 4507, and NGC 7213. Detailed emission-line studies are presented of 4 galaxies IC 3639, NGC 5135, NGC 3393 & IRAS 11249-2859. In IC 3639 we present evidence of vigorous, compact star formation enclosed by very extended [OI]6300 emission, suggestive of the boundary between a diffuse outflow and the surrounding ISM. In another galaxy, IC 5063, we see evidence for the possible interaction of a highly collimated outflow and the surrounding rotating inner disk. Of the 5 galaxies which show compact radio emission, 4 have radio/FIR flux ratios consistent with an energetically dominant AGN, whereas IC 4995 exhibits evidence for a very compact starburst.Comment: 42 pages, including 7 tables, latex, 19 jpeg figures, Accepted to ApJ.     Dynamics and Excitation of Radio Galaxy Emission-Line Regions - I. PKS 2356-61

    Results are presented from a programme of detailed longslit spectroscopic observations of the extended emission-line region (EELR) associated with the powerful radio galaxy PKS 2356-61. The observations have been used to construct spectroscopic datacubes, which yield detailed information on the spatial variations of emission-line ratios across the EELR, together with its kinematic structure. We present an extensive comparison between the data and results obtained from the MAPPINGS II shock ionization code, and show that the physical properties of the line-emitting gas, including its ionization, excitation, dynamics and overall energy budget, are entirely consistent with a scenario involving auto-ionizing shocks as the dominant ionization mechanism. This has the advantage of accounting for the observed EELR properties by means of a single physical process, thereby requiring less free parameters than the alternative scheme involving photoionization by radiation from the active nucleus. Finally, possible mechanisms of shock formation are considered in the context of the dynamics and origin of the gas, specifically scenarios involving infall or accretion of gas during an interaction between the host radio galaxy and a companion galaxy.Comment: 35 pages, LaTeX, uses aas2pp4.sty file, includes 9 PostScript figures.     Dust Formation and He II 4686 emission in the Dense Shell of the Peculiar Type Ib Supernova 2006jc

    We present evidence for the formation of dust grains in an unusual Type Ib SN based on late-time spectra of SN 2006jc. The progenitor suffered an LBV-like outburst just 2 yr earlier, and we propose that the dust formation is a consequence of the SN blast wave overtaking that LBV-like shell. The key evidence for dust formation is (a) the appearance of a red/near-IR continuum source fit by 1600 K graphite grains, and (b) fading of the redshifted sides of He I emission lines, yielding progressively more asymmetric blueshifted lines as dust obscures receding material. This provides the strongest case yet for dust formation in any SN Ib/c. Both developments occurred between 51 and 75 d after peak, while other SNe observed to form dust did so after a few hundred days. Geometric considerations indicate that dust formed in the dense swept-up shell between the forward and reverse shocks, and not in the freely expanding SN ejecta. Rapid cooling leading to dust formation may have been aided by extremely high shell densities, as indicated by He I line ratios. The brief epoch of dust formation is accompanied by He II 4686 emission and enhanced X-ray emission. These clues suggest that the unusual dust formation in this object was not due to properties of the SN itself, but instead -- like most peculiarities of SN 2006jc -- was a consequence of the dense environment created by an LBV-like eruption 2 yr before the SN.Comment: ApJ, accepted. added some discussion and 2 figures, better title, conclusions same as previous version. 12 pages, 4 color fig

    A linguistic analysis of lying in negative evaluations: The speech act performance of Chinese learners of Korean

    이 논문은 중국인 한국어 학습자와 한국어 화자들 사이의 ‘거짓말’ 화행 양상을 언어학적으로 분석한 연구이다. 여기서 말하는 ‘거짓말’이란 요청, 사과, 거절 등과 같은 화행의 일종으로서 ‘부정적 평가’에 속하며 대화 참여자나 상황을 고려한 소위 ‘선의의 거짓말’을 가리키는 것으로 이해할 수 있을 것이다. 우리는 중국인 한국어 학습자 15명과 한국어 화자 15명을 대상으로 담화완성테스트(DCT)와 부연설명질문지(QFE)를 사용하여 피실험자들의 화행을 분석하였다. 피실험자 자신들의 설명과 한국어교육 전문가 다섯 명의 판정을 종합해 ‘거짓말’ 화행을 가려내고 통계 처리를 바탕으로 다음과 같은 결론에 도달했다. 한국어 화자들이 중국인 한국어 학습자들보다 (선의의) 거짓말을 더 많이 수행하는 것으로 나타났다. 그리고 두 집단 모두 부정적 평가가 사물에 관련된 경우보다 사람에 관련된 경우에 ‘거짓말’ 화행을 더 많이 사용한다. 그러나 화자와 청자 사이의 친소관계(distance)나 상하관계(power)는 거짓말 사용에 직접적 상관 관계를 보여주지 않았다. 이 연구는 지금까지 화행 연구 중에서 상대적으로 연구가 부진했던 부정평가와 ‘거짓말’ 화행에 대한 분석을 시도했다는 점에서 의미가 있다. 또한 한국어 화자와 중국인 한국어 학습자 사이에 보이는 화행 수행의 차이를 문화인식(cultural awareness)의 관점에서 해석해 볼 수 있는 가능성도 열어 주었다
